If you want to legally practise as a beauty therapist, massage therapist, aesthetician, or any wellness professional in Dubai, obtaining a DHA (Dubai Health Authority) professional licence is mandatory. The process can seem daunting, but with proper preparation and understanding, it is straightforward. This guide walks you through every step.

Who Needs a DHA Professional Licence?

The DHA regulates all health and wellness professionals practising in Dubai. This includes beauty therapists, massage therapists, aesthetic practitioners, nail technicians performing advanced treatments, spa therapists, and holistic wellness practitioners. The requirement applies equally to employees in salons and spas, freelance and mobile practitioners, business owners who also provide treatments, and professionals working in hotel spas, clinics, or wellness centres.

Note that basic nail services (manicure, pedicure without electrical equipment) may fall under Dubai Municipality regulation rather than DHA, depending on the specific services offered. However, any treatment involving skin manipulation, electrical equipment, or therapeutic claims requires DHA licensing.

DHA Licence Categories for Beauty and Wellness

The DHA issues licences under several categories relevant to beauty and wellness professionals:

Beautician

Covers facial treatments, body treatments, make-up application, waxing, and basic skincare services. This is the most common category for beauty therapy graduates.

Massage Therapist

Covers therapeutic massage, sports massage, relaxation massage, and manual therapy techniques. Separate from physiotherapy, which requires a different licence category.

Aesthetician

Covers advanced skincare treatments, chemical peels, microdermabrasion, and non-invasive aesthetic procedures. This category typically requires additional training beyond basic beauty therapy.

Spa Therapist

A broader category covering combination spa services. Requirements vary based on the specific treatments offered.

Document Requirements Checklist

Prepare these documents before starting your application. Incomplete documentation is the most common cause of delays:

  • Valid passport with minimum 6 months remaining validity
  • Current UAE residence visa
  • Passport-sized photographs (white background, recent)
  • Original qualification certificates with Arabic translation (sworn translation by a certified legal translator)
  • Qualification attestation from your home country's education authority (if qualification was obtained outside the UAE)
  • Dataflow verification report (CIBTAC, City & Guilds, and most international qualifications require Dataflow Primary Source Verification)
  • Experience letters from previous employers — minimum 2 years post-qualification experience on official letterhead with contact details, dates of employment, and job role description
  • Good standing certificate from previous licensing authority (if you held a licence elsewhere)
  • Completed DHA application form
  • Certificate of Good Conduct from your home country (police clearance) — must be recent (within 6 months) and attested
  • Updated CV or professional resume

Step-by-Step Application Process

Step 1: Dataflow Verification (2-6 weeks)

Before applying to DHA, you must complete a Primary Source Verification (PSV) through Dataflow Group. This process verifies the authenticity of your educational qualifications directly with the issuing institution. Submit your application through the Dataflow website, provide certified copies of your qualification certificates, and pay the verification fee (approximately AED 400-600 per qualification).

Dataflow contacts your training institution directly to confirm your qualification is genuine. This process typically takes 2-4 weeks but can extend to 6 weeks if the issuing institution is slow to respond.

Step 2: Create a Sheryan Account

Register for a Sheryan account through the DHA portal. Sheryan is the DHA's online licensing and registration system. You will need your passport details and UAE visa information to create an account.

Step 3: Submit Your Application

Log into Sheryan and select the appropriate licence category. Upload all required documents as clear digital scans. Complete the application form with your personal, educational, and professional details. Pay the application fee (approximately AED 200-300).

Step 4: DHA Assessment (2-4 weeks)

The DHA reviews your application, verifies your Dataflow report, and assesses your qualifications against their requirements. During this stage, the DHA may request additional documentation or clarification.

Step 5: Examination (if required)

Some DHA licence categories require a qualifying examination. This is particularly common for aesthetic practitioners and certain therapeutic categories. The examination typically includes a written component testing regulatory knowledge and a practical assessment.

Step 6: Licence Issuance

Once approved, you will receive your DHA professional licence. The licence is typically valid for 2 years and must be renewed before expiry.

Fees Breakdown

  • Dataflow verification: AED 400-600 per qualification
  • DHA application fee: AED 200-300
  • DHA licence fee: AED 2,000-3,000 (varies by category)
  • Document attestation and translation: AED 500-1,500 (varies by country of origin)
  • Total estimated cost: AED 4,000-7,000

Common Pitfalls and How to Avoid Them

Incomplete Experience Documentation

The most frequent rejection reason. Ensure your experience letters include exact dates, specific job title, detailed description of duties, and are on official company letterhead with verifiable contact information.

Qualification Not Recognised

Not all beauty therapy qualifications are accepted by DHA. CIBTAC, City & Guilds, and ITEC qualifications are well-established with DHA. If you hold a qualification from a less-known institution, verify DHA recognition before starting your application.

Expired Documents

Police clearance certificates, medical fitness certificates, and passport photographs have validity periods. Check all document dates before submitting.

Incorrect Category Application

Applying for the wrong licence category causes delays and resubmission costs. If unsure which category applies to your qualifications and intended services, consult with the DHA helpline before applying.

Licence Renewal Process

DHA licences must be renewed every 2 years. The renewal process requires proof of Continuing Professional Development (CPD) — typically 20-30 CPD hours per renewal period, an updated good standing certificate, current passport and visa documentation, and a renewal fee (similar to initial licence fee).

Start your renewal process 2-3 months before expiry to avoid any gap in your licensing status.

Frequently Asked Questions

Can I work while my DHA application is being processed?

No. You must have an active DHA licence before providing any beauty or wellness services in Dubai. Working without a licence is a violation that can result in fines and deportation.

How long does the entire DHA licensing process take?

From starting your Dataflow verification to receiving your licence, expect 6-12 weeks. The timeline depends primarily on Dataflow verification speed and whether DHA requests additional documentation.

Do I need a DHA licence for every emirate?

DHA covers Dubai only. If you plan to practise in Abu Dhabi, you need a DOH (Department of Health) licence. Sharjah and other emirates have their own regulatory bodies. Some qualifications may facilitate cross-emirate recognition.

Can I transfer a DHA licence between employers?

Yes. When you change employers, your DHA licence can be transferred to your new sponsor. The process requires documentation from both the previous and new employer.

What happens if my DHA licence expires?

Practising with an expired licence is illegal. If your licence lapses, you may need to complete additional CPD hours and pay reinstatement fees in addition to the standard renewal cost.
